Russia: Striving towards agency in a multipolar world order

Russia’s security policy since the late 1990s reflects a striving for agency in an international system perceived as Western-dominated. However, the “end of history,” as proclaimed by political scientist Francis Fukuyama in 1989, meant very different things for the West and for Russia. Since 2014, official discourse increasingly frames the confrontation with the West as a struggle in civilisational and existential terms. Yet Russia’s capacity to exercise agency in a genuinely multipolar order will be constrained by economic and geopolitical limitations.

Intensifying rivalry among the world’s major powers has sharpened strategic competition between states, not least between the United States and China. Much of this competition revolves around technology. Researchers at FOI have examined how the EU is responding to developments in 3D printing.

In a new memo, researchers at FOI review the potential consequences of the Greenland crisis for transatlantic, European, and global security. The US is expected to continue to take a tough line towards allies and to reduce its engagement in Europe. NATO allies must decide where to strike the balance between adaptation and resistance in relation to the US.

Espionage in Europe is becoming more complex

Espionage is ever present in society and often unfolds in our immediate surroundings. It involves not only classified information, such as military capabilities and defence planning, but also other forms of sensitive information, for example details about organisations, personnel, technical systems, and suppliers. A new research report from the Swedish Defence Research Agency, FOI, shows that intelligence activity is occurring here and now, and that espionage has becomeis an integral part of Europe’s security landscape.

Europe’s defence industry is highly advanced, but it consists largely of relatively small companies shaped by national preferences. Whether rising global defence spending will result in greater integration between these companies remains to be seen.

China’s People’s Liberation Army (PLA) is modernising and becoming more capable. To deepen understanding of that shift, researchers at the Swedish Defence Research Agency, FOI, have developed a framework for analysing Chinese military power.

From being virtually incapable of innovation to the most innovative nation in the world: in simple terms, this is how the West’s perception of Chinese research and inventiveness has shifted in recent years. Analysts at FOI have examined why this view fails to reflect how innovation actually works in practice.
