The title of Strategic Outlook 11 is Wide awake in a world of disorder. The world appears to be entering a prolonged period of turbulence, marked by geopolitical tensions, economic uncertainty, and rapid technological transformation. This evolving instability carries far-reaching consequences for the international system, challenging established norms, institutions, and patterns of cooperation. Power balances are shifting, alliances are being tested, and the rules that have underpinned global interaction for decades are increasingly contested.

This year’s Strategic Outlook from FOI examines these developments. It focuses on key security policy challenges, economic and societal consequences, as well as developments within the military and technological domains emerging in an era defined by strategic rivalry and systemic competition.
