FOI’s operational concept, vision, and strategic goals have been adopted by the Board of Directors and apply for the entire total defence decision period from 2025 to 2030.

Like other defence agencies, FOI is to contribute to the overarching objective of total defence and to the objective of military defence, as set out in the policy bill Totalförsvaret 2025–2030.

FOI develops, shares, and stewards critical knowledge and expertise for Sweden’s total defence actors. Through research that safeguards Sweden’s sovereign capability , we strengthen Sweden’s total defence by deepening understanding, informing decisions, and enabling change.

Our strategy identifies four focus areas of critical importance. Each has its own strategic objective:
